How much a health certificate cost for a savannah kitten in ca?

Well I wanted to get a a savannah kitten so i payed the owner 160 thats fine, but the cat is in "seattle washington" and is to come to riverside ca so the owner get all the paper work done and then goes through action pet express so the kitten can be delivered to my house. The guy who "works" for action pet express calls me say there is a crate fee which was 480 so i did the deposite and now he calls me back and says that i need to put down a 1200 dallor deposite for a health certificate, i have never heard of a certificate being that much. my Question is, is there such thing as a 1200 dallor certificate and is this a scam?
